The meeting
was promoted by the municipality of Livorno, represented the Councillor to technological innovation, Francesca Martini, and the head of the Information Services and developing telematic services, Mario Grassia.
At the center of the discussion the need to build conditions, administrative, financial and political, that the “chain” of reuse of software programs can be defined taking into account the different needs and roles: the local authorities that promote computer packages destined for reuse, companies must then “customize” ; for re , to build a computer network efficiently in the service of citizens and businesses.
The sectors involved are the Stop Shops for Productive Activities and Edilizie, the URP, the registry services.
The will of all participants was to work, in a reasonable time, the establishment of a “community of local Tuscan” for the development of open source software.
In particular it is necessary to create a community of reuse of the VBG (Virtual Business Gate) program Umbria Region, then reused by a community Tuscan considerable that, besides the capitals considered, collects more than one hundred municipalities. It ‘an open source product, which was then taken freely and reused, but that, given the prevalence, now should be developed through a denser coordination between local users.
The various speakers agreed that it must be found a mode of governance of the network which allows shared development of the project, also in full complia nce with the principles of impartiality and neutrality of the Administration with respect to the free market of private developers.
