PALERMO – It ‘cost a million and seven hundred thousand euro of EU funds, but not put into operation. Never. Now it goes to the attic definitively supplanted by software that the Sicilian Region will borrow, free of charge, from Tuscany. The final waste in Sicilian sauce called Sitar (electronic information system of regional contracts) and was supposed to be a platform for monitoring the tender issued by public authorities in the Island. The task, never completed, was awarded to a company in Sicily regional e-services.

For each contract, contract of services or purchase of each public body is required by the National Anti to record the steps, twenty in all, there are between the publication of the notice and the final test. All this for years has been guaranteed by connecting to Simog, the “information system monitoring races” of anti-corruption. At some point, however, Sicily has decided to disengage from Simog to create an autonomous system, entrusting to Sicily e-services (whose leadership the governor Rosario Crocetta he later called the former prosecutor Antonio Ingroia) the task of creating the Sitar. In this way the region would have collected the money that the contracting authorities and all participants have to pay to take part in the race.

Estimated expenditure for Sitar: about 2 million 800 thousand Euros of funds Europeans. After having used a big chunk, however, already in 2013, I came to a head . The system is jammed in the day he will be a practical demonstration of its functionality. Since then no progress. European funds have been spent, but the mandatory testing of Sitar there is no trace. For months, the portal of the Region stood the warning “which is temporarily delayed the start up of the new system. Of this section, as soon as possible, it will be announced on the date of entry into operation of the new system. ” That is, ever.

On the day of the operational demonstration in front of executives and officials convened in full regalia we realized that was used to make it work a new amendment to the Sitar. He had to spend another 650 thousand euro. And so a few days after the flop system, the then leader of the Regional Infrastructure, which is responsible for controlling the data recording of the races, explained that he had discovered that he could use the electronic platform developed by the Tuscany Region, adapting it with less 40 thousand euro to the needs of the Sicilian government.

It took two years, but in the end it passed the line of saving on the basis of a law that allows the reuse of systems already in place in other public administrations. Except that, in the meantime, they have been spent in vain a million and 700 thousand euro, swallowed up in the abyss of Sicily e-services.

Last month, the Department of Infrastructure has signed an agreement with the ‘Anti-corruption that , among other things, said goodbye to the Sitar. Now there is a lot of work to be disposed of. Waiting in vain that the system came into operation, in fact, the contracting authorities should continue to load data on Simog. It did not happen, so that at the end of March the National Authority has pulled his ears to Sicily: only 19.8 percent of the races is properly recorded, against a national average of over 50 percent.

The Department of the Directorate of Technical Infrastructure , which is responsible for the supervision of races, had blunt weapons as it awaited the Sitar to start the new control system. Now he ran for cover, returning to the old software once connected all’Anticorruzione. At a cost of 21,000 Euros are distributed controls. And they have already been identified 6500 “failures” in around Sicily. Contracting authorities did not record the steps of the races beyond, thus, controls to stem corruption. And now they’re about to leave as many letters of protest. We must, and quickly, to come into compliance. ->
