The allegation of Engineering Italian earthquake: “Technical standards incomplete, complex, impossible to develop computer programs for the earthquake-resistant structures”

The technical standards for construction hinder the realization of software. The complaint comes to Italian Earthquake Engineering, an association of all the actors involved in the conflict, by design, the earthquakes in our country. It starts right from the analysis made by the producers of programs grouped under the acronym. For them the NTC are not meant to be translated with a software, because they use a language full of flaws.
This defect, large-scale, moved on many other problems, such as the absence of a validation system common, the excessive complexity of some chapters, the difficulty in the control phase. The system design of structures, in short, in Italy it is still too little digital. Should be standardized and simplified, using less prescriptive models.
The general problem
Roberto Spagnuolo, administrator of Softing Srl, illustrates the problem. “The NTC are specific: if these specifications are not complete, the software is not complete. Who writes the technical rules in Italy has no knowledge of the computer problem, the rules are written so that their translation becomes difficult. ” Spagnuolo uses an example to simplify this concept. “To realize the software must to be written in the standard is designed according to certain canons. Imagine a translation from one language to another: it is said that you can make all the expressions, because some concepts may not exist. It’s exactly the same thing. The checks cut
Yet another example on the checks made on the cut reinforced concrete, said the issue better. “The rule, when talking about these tests, refer to the minimum width of the section of the concrete. Think, however, to the case where that section have a circular shape. What will be the minimum width? Evidently zero. In cases like this it is practically impossible to write a rule in software. ” This setting forces software vendors to leave holes in their products. “There will always be gaps that depend on the fact that the rule was not designed well upstream.” And this is as much about the old NTC that the update currently before the Ministry of Infrastructure.
Complexity excessive
It is not the only problem. There is a question of the excessive complexity of certain steps. “The chapter on the existing structures of the NTC is a great complexity and, above all, useless.” This makes the relationship between software and designers completely wrong. “The designer, at least in theory, should have an idea of the quality of the results obtained with the software. It should, namely, be able to operate a design choice using the computer medium. However, when there are so many ramifications, derived from a mixture of bureaucracy and technical, it becomes impossible to understand why the end result. ” For this, the designer as the only alternative to get good results, without verification.
The validation program
This problem, chain, moved on validation. Chapter 10 of Ntc says that the software must be validated and, therefore, must comply with the requirements. “Validation can be defined as a comparison between the expected results and those data. The problem, though, is that there are no references unique to the software. ” In other words, there are validators recognized by the State; every designer is responsible for the program he uses, and software vendors, in turn, will validate yourself, providing its customers with the specifications that are always different. “Obviously, the designer does not have the elements to judge the program that uses and has to trust. It would need a third party that sets benchmarks on which to make. ” This leads to a diminution in the market, on which products are not up to it.
Controls and Bim
This chaos moves to turn on the control phase projects. “The system is so complicated that it’s hard to do the tests.” In other words, at the moment there are several software for structures, which translate a rule very complex. When the project is submitted to the Civil, the official is in front of a mass of abnormal data, arranged in an ever different: for him it is almost impossible to control the detail of what comes. “This is because today there are many different programs that do not talk to each other. If there was a common standard for all, as has happened with Pregeo to the Land Registry, it could indicate a number of key data that the Civil might recover automatically. ” This problem also affects the Bim. “Today we are beginning to use this system, but at the moment it is impossible to transmit elements relating to the structures to a verification body, when you use it.”
