Software reuse, PA for a “common good” – Courier Communications

 Efficiency in spending on ICT services, qualification of public demand for IT and industrial policy for the revival of the sector, acceleration and quality in business processes of public administration: many are the profiles for which the issue of reuse of software affected the PA since 2004, when the Cnipa has established a Working Group on Reusability of software and computer applications .

 The report resulted from that encounter, the character of the “common good” of the applications developed by government, a common good in which we can strengthen the value of public investment in process organization, human and relational capital of PA.

 The strategy of reuse, thus, has taken a different connotation, lacing up directly to the three dimensions technological, organizational and innovative Public Administration and being inserted directly into the broader issue of the quality of service to the citizen. And it is precisely this scenario, outlined by recent regulatory changes and the new connotation of reuse that is emerging, which inspired the development strategy of Acting Por 2007-2013 , a project of the Department for Development and Economic Cohesion which aims to invest in the cooperation between PA to promote and disseminate the most significant experiences of innovation of the PA produced in the country.

 To date, Acting Por puts in common work in the course of 18 twinning projects and a network of more than 60 PA strongly oriented to innovation. For a value of about 4 to miliondi I were funded initiatives in which four regions Convergence objective, Calabria, Campania, Puglia and Sicily, benefiting from the contribution of PA virtuous involved offering “in reuse” good practices in the name of technology. Twinning are characterized as cooperation projects for the development of innovative solutions where technology accompanies the processes of organizational development of the PA to make them real tools to serve the public. The themes of good practices that are exchanged are many, ranging from sustainable mobility to the integrated management of the territory, from environmental protection to the digital management of organizational processes and administrative bodies. Some of these twinning are leading to important results, which were conf irmed by the enthusiasm that people have shown towards the new tools provided to promote the area and have an open and direct dialogue with the administration. The good practice that local bidders bring reuse is represented simultaneous use of three technologies consist of an application developed to create a direct dialogue between citizens and the City, one for the development of the area and its history, finally a program that allows the municipality to consult citizens on the most important decisions.

 The project, which in e-democracy and participatory democracy in the framework of policy, is funded by Pon Governance and Support 2007-2013. Organization and Technology in PA for citizens, public-public cooperation as a means of spreading the innovative development of the public sector, acceleration and qualification of public investment: Acting Por began the new programming cycle of the European 2020 presenting itself as a real incubator and accelerator of innovative initiatives networks PA.
